Directorate for Organisational Affairs

The Directorate for Organisational Affairs prepares annual work plans and reports; plans, organises, coordinates and monitors the activities related to general and legal matters, human resources management, education and movement of employees in service; financial issues, information and communication technologies and security issues; provides coordination and cooperates with the competent institutions and authorities of the country; prepares guidelines and instructions for the representations and monitors their work; cooperates with the accredited representations in the Republic of North Macedonia; manages and organises the work of sectors and departments in its composition; evaluates the work of the organisational units and representations under its jurisdiction; performs other duties within its scope of activities. 


Sector for Legal and General Affairs

The Sector for Legal and General Affairs prepares annual work plans and reports; performs and coordinates the activities and tasks related to legal, administrative, supervisory and expert-operational matters; takes care of the realisation of the rights and duties of the employees in the Ministry and the representations; takes care of the legal implementation of the procedures for establishing disciplinary and material liability of employees; controls the implementation of procedures in the Ministry; legal protection of the property rights and interest of the Republic of North Macedonia, public procurements, on-going investment operations and maintenance, managing ministry-owned property, procurement of fixed assets and consumables, translation, implementation of archives regulations; receival, registration and distribution of materials, administrative-technical matters; provides coordination and cooperates with the competent institutions and authorities of the country; prepares guidelines and instructions for the representations and monitors their work; cooperates with the accredited representations in the Republic of North Macedonia; organises and evaluates the work of the departments in its composition; performs other duties within its scope of activities. The Legal Affairs and Public Procurement Department, the General Affairs and Property Issues Department and the Translation Department operate within this Sector.


Sector for Human Resource Management and Education

The Sector for Human Resource Management and Education prepares annual work plans and reports; performs and coordinates the activities and tasks related to the monitoring and enforcement of laws and other regulations related to human resources: preparation of human resources development programme; planning the movement of employees in service; implementing employment procedures, evaluating and posting employees to representations; preparing, coordinating and implementing education programmes; referring employees to diplomatic and other vocational training abroad and in the country; monitors, analyses and informs on matters under its jurisdiction; provides coordination and cooperates with the competent institutions and authorities of the country; prepares guidelines and instructions for the representations and monitors their work; cooperates with the accredited representations in the Republic of North Macedonia; organises and evaluates the work of the departments in its composition; performs other duties within its scope of activities. The Human Resource Management Department and the Education and Training Department operate within this Sector.


Sector for Financial Affairs

The Sector for Financial Affairs prepares annual work plans and reports; performs and coordinates the activities and tasks related to the monitoring and implementation of laws and bylaws in terms of budgetary, material, financial and accounting operations; planning, managing, monitoring and executing the budget of the ministry; implementing financial control of the Ministry; preparing annual financial statements; cooperation and coordination between competent institutions and authorities of the country; proposes guidelines and instructions for the representations and monitors their work; organises and evaluates the work of the departments in its composition; performs other duties within its scope of activities. The Department for Budget, Budgetary Control and Financial Management and the Accounting Department operate within this Sector


Sector for Information and Communication Technology (ICT) and Security Issues 

The Sector for Information and Communication Technology (ICT) and Security Issues prepares annual work plans and reports; performs and coordinates the activities and tasks related to the design, installation, maintenance and development of information system and computer network of the Ministry and the representations; preparing an ICT strategy; ensuring efficient and effective communication and cooperation between the employees of the Ministry and the representations; takes care of the information security and the protection of the computer network and data; developing solutions for secure access to the computer network outside the Ministry; provides customer support to employees; receives, exchanges, protects and stores classified information; controls the secure flow of information; crypto-protection; ICT and employee safety training; cooperates with competent institutions and authorities of the country; proposes guidelines and instructions for the representations and monitors their work; organises and evaluates the work of the departments in its composition; performs other duties within its scope of activities. The Information Technology (IT) Administration Department, the System Support and Communication Technologies Department and the Security Issues and Crypto-Protection Department operate within this Sector.
